A realistic safety has two gates
A school is only a safety when both admission and affordability are reasonably secure. An academically safe out-of-state public university can still be financially unusable if it provides little need-based aid and the merit scholarship is uncertain.
Use a portfolio, not a prestige ladder
A useful application list normally contains several high-probability core options, a smaller number of selective reaches and perhaps one or two deliberate lottery tickets. The goal is to create multiple good choices in spring.
Rebuild the list when the evidence demands it

Check deadlines before finalizing the list
Some merit scholarships and honors programs require applications weeks before regular admission deadlines. A college that makes sense in January may have been a far stronger option in November.
